Both documents are required by the U.S. Department of Housing and Urban Development (HUD) in order for the city to continue receiving Community Development Block Grant (CDBG) funding and HOME Investment Partnerships funding. These resources finance affordable housing and community development activities for low- and moderate-income residents in Bloomington.
The Analysis of Impediments to Fair Housing Choice involves a review of the city’s housing and housing-related programs and policies to ensure these are administered in a non-discriminatory manner. That is, that the city manages its housing and housing-related programs without regard for a person’s race, color, national origin, religion, sex, disability, familial status or ancestry. The Five-Year Consolidated Plan analyzes housing and homeless needs to determine Bloomington’s priority needs for affordable housing and community development benefiting primarily low- and moderate-income residents. Public feedback will also be used to inform the Housing Action Plan that HAND is developing for the City of Bloomington. City of Bloomington Consolidated Plans website.
