Mayor Kerry Thomson Announces Transition in City Controller’s Office

Mayor Kerry Thomson announced a leadership transition in the City of Bloomington Controller’s Office. City Controller Jessica McClellan will depart the administration later this month to pursue a new professional opportunity. Geoffrey (Geoff) McKim has been appointed to serve as the City’s next Controller, effective mid-January.

McClellan has served as Controller since 2024, overseeing the City’s financial operations, annual budgeting process, capital and maintenance fund management, and compliance with state and federal financial requirements.

“Jessica has been an extraordinary partner to this administration and our city,” said Mayor Thomson. “She brought deep expertise, steady leadership, and a level of professionalism that set a high bar. Managing the City’s finances is a complex and often invisible job, and Jessica has done it with clarity, transparency, and poise. Bloomington is better for her service, and we are grateful for the foundation she leaves as she takes this next step in her career.”

Geoff McKim is an experienced public-sector manager and longtime Monroe County resident with more than twenty-five years of work in government finance, technology, and program administration. His sixteen years on the Monroe County Council—the county’s fiscal body—spanned periods of significant growth as well as fiscal stress, during which he helped guide long-term budgeting, tax policy, and financial oversight. He has also served on the Monroe County Plan Commission and the Waste Reduction District Board, contributing to countywide efforts in housing, environmental stewardship, and sustainability.

In addition to his local government service, Geoff has spent more than a decade supporting the National Park Service’s Recreation Fee Management Program, including key roles managing a national portfolio responsible for over $350 million in annual fee revenue. His federal work spans program management, IT modernization, cybersecurity, and enterprise systems, bringing together deep experience in public finance and technology.

Geoff has also taught information systems analysis and design at Indiana University’s O’Neill School of Public and Environmental Affairs, helping prepare future public administrators to use data, technology, and analytical reasoning to improve public services. He remains committed to transparency, public engagement, and strengthening the civic institutions that support the Bloomington and Monroe County community.

“Bloomington is moving toward a budgeting system that is clearer, more transparent, and more honest about the choices we face,” said Mayor Thomson. “As we continue our transition to Outcomes-Based Budgeting, Geoff brings the analytical rigor and community-minded approach this work demands. He understands that every dollar we steward must advance the priorities our residents have identified. His experience in finance and his long commitment to Bloomington make him the right leader to guide us through this next chapter.”

A transition plan is already underway to support a seamless handoff of responsibilities. The adopted 2026 Civil City budget can be accessed at bloomington.in.gov/budget.
