City of Bloomington Invites Residents to Help Identify Housing Priorities

​The City of Bloomington is developing two key community planning documents required by the U.S. Department of Housing and Urban Development (HUD) to continue receiving Community Development Block Grant (CDBG) and HOME Investment Partnerships funding. These resources finance affordable housing and community development activities for low- and moderate-income residents in Bloomington.

The Analysis of Impediments to Fair Housing Choice involves a review of the city’s housing and housing-related programs and policies to ensure these are administered in a non-discriminatory manner. That is, that the city manages its housing and housing-related programs without regard for a person’s race, color, national origin, religion, sex, disability, familial status or ancestry. The Five-Year Consolidated Plan analyzes housing and homeless needs to determine Bloomington’s priority needs for affordable housing and community development.

Public input is essential to this planning process, therefore, residents are invited to participate in any of three public meetings, scheduled for Aug. 20 through Sept. 3, 2024. These meetings do not have specific topics. Rather, they are designed as listening sessions to gather public input. ​
Residents are also encouraged to provide feedback through an online survey if they are unable to attend the meetings.

The Housing and Neighborhood Development (HAND) department wants to hear your opinions and ideas on priority needs for the next five years on such topics as:
  • affordable housing, 
  • fair housing, 
  • neighborhood preservation, 
  • services needed to improve economic self-sufficiency among lower income residents,
  • public infrastructure and facilities improvements needed to maintain Bloomington’s neighborhoods and commercial areas, 
  • and much more.
