This page provides information about the local judicial candidates who are running for the Monroe County Circuit Court for Division 7 on General Election Day, November 8th. This open seat is currently being held by Stephen Galvin who announced he will not be running for reelection.
The Monroe Circuit Court is a unified court with nine divisions. Judges are elected to six-year terms that are staggered from one another. The court has jurisdiction over every category of cases that can be filed, from traffic violations to felonies, from small claims to corporate receiverships, and cases involving individuals and families. As a unified court, the system is managed with one budget, an Office of Court Services, and a Probation Department. |

Monroe County Circuit Court: Division 7
Winner: Emily Salzmann (D)

- Emily Salzmann achieved a Bachelor of Arts from Indiana University with a triple major in Psychology, Criminal Justice and Spanish. Emily’s fluency in Spanish combined with both her background in criminal justice and desire to help others led her to the field of immigration law. Emily already considered Monroe County her home and only applied to one law school, the IU Maurer School of Law. Throughout law school, Emily sought to get as much experience as possible: serving as a judicial clerk in nearby Morgan County, working as a legal intern at an immigration law firm in Indianapolis, and as a certified legal intern at a local criminal defense firm. Emily graduated with her J.D. from the Maurer School of Law in 2015. Since graduating from law school, Emily became a partner at Salzmann Law LLC and is responsible for both civil and criminal Monroe county cases. Emily is the managing partner responsible for overseeing staff, implementing a budget and managing the logistics of a profitable business.
Carl Lamb (R)

Carl came to Bloomington, Indiana back in February 1978, after serving four years in the United States Marine Corps. Carl showed his exemplary performance and call to duty, while in the USMC, and received three meritorious promotions. Carl completed his undergraduate studies at Indiana University, Bloomington, Indiana in only three years. with a degree in History and Political Science, as well as a Certificate of Specialization in East European Studies. Carl passed the Indiana Bar Examination in his last semester of his Third-Year of Law School and entered the practice of law on June 1st, 1984. During Carl’s entire life, he has been focused on helping others. Not only in the area of law, where Carl has provided hundreds and hundreds of hours of pro bono (“free) legal assistance, but in all areas of helping the local community.
