The Small Business Online Education Program is a suite of on-demand virtual training courses hosted by Retail Strategies. This program supports and empowers local small businesses, restaurants, property owners, retailers, and entrepreneurs to adapt their business practices to a changing marketplace. This program is free and available to all residents of the City of Bloomington. Each course has comprehensive marketing materials to help businesses maximize their learning and application. Additionally, participants have access to an extensive resource library filled with templates, worksheets, and a module focusing on college-town economies, which will launch in late fall. Sign up today!

2026 Business and Non-Profit Grant Opportunities

  • Small Business Safety & Cleanliness Grant - Supports Bloomington businesses and non-profits in making physical improvements that enhance the safety, cleanliness, and overall appearance of their commercial properties. The grant provides up to $5,000 in funding. Must be located within Bloomington city limits.
  • BUEA Business Economic Enhancement Scholarships - Scholarships of up to $1,200 for professional development opportunities to further the economic stability of the business/organization that has operated within the Enterprise Zone for at least 12 months
  • BUEA Minor Improvement Grant is designed to provide financial support to small businesses and non-profit organizations that need minor repairs and improvements. The grant provides up to $1,000 in funding. Must be located within the Enterprise Zone.
  • BUEA Small Business Safety & Security Grant - aims to improve the Enterprise Zone’s overall safety and security. It is for small business owners seeking to enhance their building’s security in the Enterprise Zone. A total of $30,000 will be awarded in the 2026 fiscal year—up to $10,000 per applicant. Must be located within the Enterprise Zone.
  • BUEA Business Building Improvement Grant - aims to improve the physical condition of business buildings in the Enterprise Zone and promote economic vitality and community beautification, assisting small business owners in updating and enhancing internal and external visual improvements, preservation, and structural integrity. A total of $40,000 will be awarded in the 2026 fiscal year—up to $10,000 per applicant. Must be located within the Enterprise Zone.
  • BUEA Accessibility Modification Grant - This grant aims to help business owners complete ADA modifications that do not meet requirements under grandfathered plans. Businesses can use the funding to update their ADA-accessible areas, entrances, signage, low shelves, restroom accessibility, & parking spaces. A total of $20,000 will be awarded in the 2026 fiscal year—up to $10,000 per applicant. Must be located within the Enterprise Zone.
  • BUEA Historic Facade Preservation Grants - allocates a limited annual funding pool to businesses to rehabilitate and preserve historic facades in the Enterprise Zone. Grants are designed to protect and enhance Bloomington’s historic character by preserving and rehabilitating its historic downtown environment and maintaining structurally sound places of business. This is a 100% matching grant. This grant is currently unavailable through CiviForm.

The Small Business Safety & Cleanliness Grant

Supports Bloomington businesses in making physical improvements that enhance the safety, cleanliness, and overall appearance of their commercial properties. Funding may be used for projects that deter crime, prevent vandalism, improve sanitation, upgrade the exterior through professional cleaning services, and improve safety for employees and patrons. 

A total of $85,000 will be awarded in the 2025 fiscal year. The recommended maximum award request per applicant is $5,000.
